The Best Cottage Pie Recipe With an Elevated Cheesy Potato Topping!

There are certain dishes that feel like home no matter where you live, and cottage pie is right at the top of that list for me. Since moving from the UK to the US, this is one meal I have missed more than I expected. Comfort food has a way of sneaking up on you like that.

In Britain, cottage pie and shepherd’s pie are not the same thing. Cottage pie is made with beef, while shepherd’s pie is made with lamb (because Shepherds look after sheep) and once you know that, it is hard to unsee.

Here in the US, the names tend to be used interchangeably, but this version is firmly a cottage pie or perhaps even a little like a hot pot with the lovely top layer of sliced potatoes.

Today’s recipe is my family’s version of cottage pie, adapted for American kitchens and American grocery stores.

It keeps the rich beef filling and savory gravy you expect, but instead of traditional mashed potatoes on top, it uses boxed cheesy scalloped potatoes. It might sound unconventional, but it works beautifully.

This version is especially helpful on busy nights. The beef filling can be cooked ahead of time, the potatoes can be baked earlier in the day, and everything comes together quickly when it is time for dinner.

It feeds four people comfortably, and if the budget is tight, it stretches even further with some bread rolls or extra vegetables on the side.

As a Brit, I will always recommend using Bisto gravy granules for cottage pie. They create that thick, glossy, deeply savory gravy that feels exactly right. If you cannot get Bisto where you live, I will explain how to substitute with a simple cornstarch slurry and stock cube so you still get great results.

Ingredients

Serves 2 to 4

For the Beef Mixture

  • 1 lb ground beef
  • 1/4 cup diced frozen carrots
  • 1/4 cup diced frozen celery
  • 1/2 cup diced frozen onion
  • 2 cups cold water
  • 1/4 tsp salt
  • 1/4 tsp black pepper
  • 2 tbsp Bisto Beef Gravy Granules
  • 1 tsp Worcestershire sauce
  • 1 cup frozen peas

Bisto substitute:

If you can’t get hold of Bisto you can substitute with this instead:

  • 1 beef stock cube dissolved in 2 cups water
  • 1 tbsp cornstarch mixed with 2 tbsp cold water to form cornstarch slurry

For the Cheesy Potato Topping

  • 8 oz Betty Crocker Cheesy Scalloped Potatoes (two 4 oz boxes)
  • 3 cups boiling water
  • 1 1/2 cups milk
  • 4 tbsp salted butter, cold and sliced


Step by Step Instructions

Step 1

Brown the ground beef in a pot over low to medium heat, breaking it up as it cooks. No need to drain the meat.

Step 2

After about 10 minutes, add the diced carrots, celery, onion, salt, and pepper. Stir well and continue cooking until the vegetables begin to soften.

Brown your ground beef, then add in the vegetables and salt and pepper.

Step 3

Pour in 2 cups of cold water. Bring the mixture to a gentle boil, then lower the heat and let it simmer for 20 minutes.

Add water, bring to a boil, cover and simmer.

Step 4

Turn off the heat and stir in the Bisto gravy granules and Worcestershire sauce, until fully dissolved. If using the substitute, stir in the stock and cornstarch slurry and mix until thickened. Set the beef mixture aside to cool slightly.

Switch the heat off and add in your gravy granules and Worcestershire sauce.

Step 5

Prepare the cheesy scalloped potatoes according to the box instructions. In a 9 x 13 inch baking dish, add the boiling water, milk, seasoning packets, and potatoes.

Stir gently, dot with sliced butter, and bake at 425°F for 40 minutes. When finished, cover loosely with foil to keep moist and set aside.

Meanwhile, prepare your boxed cheesy scalloped potatoes.

Step 6

When ready to assemble, preheat the oven to 350°F. Stir 1 cup frozen peas into the cooled beef mixture, then spread it evenly in the bottom of a 9 x 9 inch baking dish.

Once everything is cooled add the frozen peas to the meat mixture. Spread it over the bottom of a 9″ x 9″ baking dish and top with the cooled scalloped potatoes.

Step 7

Spoon the cheesy scalloped potatoes over the beef layer, spreading gently to cover.

Bake for 30 minutes in a 350°F oven.

Step 8

Bake uncovered in a preheated 350°F oven for 30 minutes, or until the top is golden and bubbling around the edges.

Method
 

Make the meat filling
